Error when trigger WF email

I set up the email notification for a workflow but the job queue does not flow thru and have this error. Any suggestion? Cause I ask NAvision consultant they say is due to to SMTP but when ask my IT they mentioned it was NAVision set up. We managed to have one sucessful email after we clear all the error log but it will occured again.
