GP 2015 build 14 - Dex.ini unreadable

When I open the Dex.ini ( GP 2015) using notepad, it is totally unreadable where I see gibberish characters. First time I see it this way. Anyone had similar experience?

    Hi Sam,

    Are you sure that this is your DEX.ini file ? have you enabled Windows Explorer to show all file extensions ?

    Can you still start GP ? if this is your true DEX.ini, something happened to it.. because without it, the GP client wouldn't be able to start.
