I have two columns
1- Actual Amount
2- Forecast amount
In the rows I list the expenses account.
is it possible to suppress rows that have Forecast amounts if the Actual Amount is zero.

Is it your columns or rows that hold the actual and forecasted amounts?
I assume that you have one column that holds the actual values and one that holds the forecast ones.
With this setup it should be possible setting up
(a) the forecast column as a non-printing column
(b) a third calculation column that makes use of an conditional if-then-else formula and that holds the forecast values. If you say that the forecast amount shall only be printed if the actual amount is not zero by making use of the if-then-else formula you should be able to achieve what you want.
