No that is correct from an AX perspective.
The sales order is generated from the return order which has been created to reflect the return - you can receive less or more (I believe) but the agreement of the returned quantity comes from the return order and is reflected in the sales order.
You need to alter the amount to be credited through miscellaneous charges - it is the only way to impact on the credit value in the return process.
