Using MS Dynamics 365. How do I build a report showing all Open Leads and Open Opportunities (first all Leads, then all Opportunities) for a particular Owner?

If yes, Then you have to build fetch XML based report or SSRS. You can take help from below link.

Alternate, You can create a dashboard and show "My active leads" and "My active opportunities" views in dashboard.
