Power BI Scope not being global

Hi,

I have someone on my team that worked on a power bi report and then she added it to the asset library under the power bi report model. 

But nobody is able to see it on their asset library because the scope is "Just me".

How does she added to the global so everyone can see it?

and also, after that, what are the next steps so it can be published or deployed?

    Organization – When an asset must be shared with multiple users within a tenant, the tenant admin can promote the asset to the Organization scope.
