I'm not sure about the assessment, but you should be able to use this link (experience.dynamics.com/myftnominations) to nominate your customers for the OP2OL migration assuming that you are going to work with Microsoft to do the migration. I just double-checked and they are not enforcing the $100K revenue requirement for OP2OL migrations so you should be able to migrate customers of all sizes.
