Warehouse is Not Connected to Site - Error During Firming

When attempting to firm a planned production order for a released product I get an error indicating that Warehouse X is Not Connected to Site Y. 
 
I am using a BOM with the "Resource Consumption" enabled on all lines to drive warehouse selection based on the source site/warehouse. The planned production order explosion is coming through as expected with the appropriate site and warehouse combination. 
 
The error I am receiving is indicating that the desired site is not related to a warehouse that should not be getting considered by the planned order at all. 
 
All default order settings with site/warehouse overrides have been removed.

    Were there references in the past to the warehouse ZP? Does this warehouse indeed belong to another site?
    Do you have customizations or ISV solutions in your environment?

    Our organization currently manufactures components across many sites/warehouses and route information is not always established for every site or part. 
     
    The part in question has no route assigned and therefore no resource requirements. My hope was that Resource Consumption would simply push the site/warehouse dimension down to all levels of the explosion (which it seems to have done) so that we would not require routes on every part at least not to start out. We have nearly 100K active released products so managing that dataset across multiple sites becomes a major challenge. 
     
    There are no references that I can identify to the "ZP" warehouse. The only potential link was the original "default order setting" but I have run another scenario that had no default order settings defaulting to that warehouse and I get the same result. The ZP warehouse is in fact linked to another site, but I cannot understand why this planned order is being linked to that warehouse at all.

    Maybe another suggestion.  Is the ZP warehouse mentioned in item coverage?
