I want to perform discount percentage for each sales order exceeds total amount 400 for a specific sales category .
and if item out of this category in the same sales order does not apply the discount

Have you already tried making use of a trade agreement journal where you set up your discount?

you can apply your scenario per item group not sales category from the trade agreement,

and you can customize solution to apply on sales category

Agree with Ludwig and Hakim,

Try to achieve this using setup/configuration only. Infect if you are using D365, customization may be tricky.
