There is a recent patch that we need to run (GP2013R2-KB3030071-v1826-ENU.msp). My question is: Will this affect the application only or will it also affect the database? That is, will it actually make changes to any of the databases?

All patches/hot fixes/service packs for Microsoft Dynamics GP affect both application and database.
Per this link:
It appears the update is making database changes to some Human Resource tables.
