Business Portal Timesheet Error after adding user to Admin Role

We are adding a user to the Admin Roles in BP but when we do this the user does not have access to enter her timesheet. The other Admin user does and they are set to the same roles. When we reset her user to a non admin role she has access to enter her time sheets. What are we missing?
