Custom Permissions - BC on prem

Client doesn't want users to be able to add, modify, delete no. series.  In this instance user's change log shows this:

I looked at effective permissions and see this:

Only one permission set has the Table 308 in it with only the Execute Permission Field marked YES - 

How do I change the permissions so user cannot delete or modify the no. series table?
