Hi,
To check whether you have number series search for No. Series in search bar. Open No. Series page. This page list all the No. Series. If you want to create a new one use the New action at top. You also need to create a No. series line.
Then coming to you second question open the page that is in image again and click on drop down and select the newly created No. series.

Please check in the Sales & Receivables Setup if the two No. Series for Finance Charge Memos (created & issued) are filled:
If these numbers are not filled yet ... lookup these fields and slect the No. Series for create a new number series
