Does the use of AddMenuHandler() cause a modification of FORMS.DIC  at all?

    Nope! The AddMenuHandler() is very similar to a Dexterity form trigger, which means it will create an "Additional" menu entry on the form, even if the form happens to be a modified, alternate, or alternate modified form.
