Hello Community,

I am a CSP partner seeking clarification on a Dynamics 365 Finance & Operations licensing issue.

Scenario:

- Client purchased 39 Operations – Finance licenses by mistake.

- Currently 20 Finance licenses are in use.

- Client actually requires 19 Supply Chain Management (SCM) licenses instead.

Request:

- Swap 19 Finance licenses → SCM licenses, while keeping 20 Finance active.

- Client was informed that Microsoft would adjust license types by November 2025, and that licenses remain usable until then.

Questions:

- Is it possible to request a license type swap (Finance → SCM) through CSP?

- If not, can Microsoft provide an official statement or documentation confirming that swaps are not supported, so we can show the client?

- What is the correct process to align licenses if both Finance and SCM are required?

I have already reviewed the Dynamics 365 Licensing Guide (August 2025 PDF) but did not find any section that explicitly states whether license type swaps (Finance ↔ SCM) are allowed or disallowed.

My client with this issue would like an official document or statement from Microsoft whether this is possible or not.

Any official guidance or community experience with this scenario would be greatly appreciated.

Hi @Napa.C

it comes down to your agreement with the Microsoft. Many big organization have enterprise agreements with the Microsoft, for 3 or 5 years.

Small organization, who buy directly can be on monthly roll-on basis.

You need to speak to Microsoft about this.

Could you swap your licenses? that depends upon your agreement with the Microsoft and Purchase Terms.

November deadline of license enforcement has nothing to do with your purchase agreement with Microsoft. November deadline is for everyone, no matter how they purchased the licenses

This is a common issue, and the short answer is that direct license swaps (Finance ↔ SCM) are not a standard, self-service transaction within the CSP program. To correct the mistake, the required process is generally to cancel the 19 incorrect Finance licenses and purchase 19 new Supply Chain Management (SCM) licenses. Under the current New Commerce Experience (NCE) terms, canceling mid-term can be restricted. Therefore, your best course of action is to immediately open a high-priority support ticket with Microsoft Partner Center support. This is the only way to request an official exception or commercial my ford benefits adjustment (due to a purchase error) and obtain a formal statement or document for your client that confirms the allowed procedure, especially in light of the information your client received about a November 2025 adjustment. Once the licenses are corrected, the structure will be compliant: 20 Dynamics 365 Finance (Base) and 19 Dynamics 365 SCM (Base) licenses.

For the awareness of everyone, as Microsoft has announced last night about the new deadline for the enforcement of licensing is Mid JAN 2026 (15th of JAN)

Hopefully you can find the solution in the due course, as we have few months before Christmas and New Year.

An early one: from my side :) Let's keep posted.
