Hi,
whenever a note is attached within any form, the date format is different from the normal date format available in the system. this happens for only some users. For others, it works fine.
Below is the screenshot of the error. The red one is the correct date format. Only in the notes, it picks up different date format.
This happens only for few users. Not everyone.
I want to change the date format of notes. Can someone help on this?

How those users are creating note ?
Did those user tried with different machine ?

Both the fields have same behavior "user local" and same format "Date and Time". My doubt is if we change the settings, it would affect all the CRM users. But this happens only in few user's system. Will this be something realted to local settings? I checked that too and they remain same as the working one.
I have checked the settings and both the formats are same. (between the working one and non working one)

I am not sure which date is showing as per your system settings , could you please go to Settings --> Administration --> System Settings -->Formats.
User can also set there preference by going to gear icon --> options --> Format , so you can compare both the settings with the user which its working fine .

Can you please check for both of these fields - what is the date and time "behavior" & "format" is set to?
i suspect one is user independent and other is user local hence showing to you differently.
