CI-J Marketing form theme changes not Saving

When a create a new Marketing form or Form template in RTM, I update the Theme by adding new to the colour palette, changing inner colour background to grey, updating default font of paragraph, changing button background colour, etc. When I calick Save, the designer refreshes, and all my Theme settings aren't saved.
 
I am currently forced to make all theme changes directly in the HTML - this is not a great user experience non technical users. I've cleared my cache and tried a different browser.
 
I suspect this is a bug but before I log a ticket, has anyone been able to fix this issue?
