Data migration - including users who are no more with the organization

We are upgrading from 2016 to MSDYN365 , alll tables will be replicated. However, the developer has just indicated that the cases in old version that were created by users who are not part of the organization will not be moved rather we have to buy additional licenses just ot keep the field/ created by / user name. That does not make any sense , users you can create as many as u want however, licenses you can have a limit. 
 
Please share your thoughts on this.

    Faraz,
    In our situation we imported all records as owned / created by our CRM admin account.  We lost information about who had owned / created the record in our legacy account but decided that didn't matter.  For us it was the contact details that mattered, not who had historically owned them.
    I guess a compromise would be to migrate those records owned by a current employee as owned by that employee and to import all records owned by a former employee as owned by CRM Admin

    Hi Partner,
    Yes.
    When you try to add users into the environment, license is one requirement:
    It is when a user is added to the environment that he or she becomes the creator or owner of the record.
    As a mitigation measure:
    You can create corresponding contact records for these out-of-organization users.
    Then create a 1:N relationship between the contact entity and the entity where the current record resides.
    The Contact Lookup field on the current record displays the corresponding contact.
