Formula not working

I am trying to add a formula to a current report that divides to rows together to get a percentage (i.e. percentage of Salaries/Net Revenue), and I want it reported on a row, not a column.

Currently, I have it Format Code as "CAL", Related Formulas/Rows as "D.670/D.280", which are the corresponding rows, and Format Override set as percentage.

When I run the report the formula does not appear...any idea of why the formula is not working?
