Is it possible to bulk create PO's from a list of Sales Back-orders?

If you setup Master planning, you can achieve your requirement. Or you have to consider a customization.
As Andre mentioned those are your two options. Master Planning is much more involved and requires setup/testing and see if that would work for you.
Customization on another hand gives you flexibility on what you want to achieve and how you want to achieve. During customization design process, you need to decide what needs to happen, how it will happen and where it will happen. You should be able to consolidate the back order SO lines and create PO's as needed (have to look through which vendor to use, which warehouse to use etc.). Things needs to be vetted during design phase.
