Xlf file from txt2al

Hello

We are upgrading one vertical from BC14 to BC19 and we used txt2al to help us with the job. Now we trying to use generated portuguese xlf file on that process on a AL Project, with source files also generated in this transformation. I already added the lines:

"features": ["TranslationFile","GenerateCaptions"],
  "supportedLocales": ["pt-PT", "en-US"]
to app.json and this change created a folder Translations, with the file Project.g.xlf. I copied the xlf file generated from the txt2al execution to that folder and changed the name to Project.pt-PT.xlf.
However, after the publication of the extension, captions remain in english and not on portuguese. My user has language definitions on BC to portuguese. Also the standard and localized captions are in portuguese, because we loaded portuguese localization package.
If I create the Project.pt-PT.xlf. file based on the copy of Project.g.xlf and after that I add target lines, portuguese captions appear on the browser. I already checked that trans-unit ids that I'm testing are the same on both files. We have hundreds of translated terms and it will take a long time to create a PT xlf file based on Project.g.xlf with all the translations. 
What I'm doing wrong?

    Please check the header of the XLIFF file (source language, target language).

    Hi, As Stefano mentioned, you need to confirm the Header information of the Xlf file.

    Below is the standard translation file from Microsoft.

    target-language is your target language, original is your app name.
