The form get's the Employer's contact person from the Contact person attached to the address ID selected on the Print W-2s window. The employer's e-mail address comes from the first INET field on the Internet
Information window attached to the selected address ID. Here's the Internet Information window:
In my opinion, this is, and always has been, the wrong place to pull this address. It's even worse now because we have an actual field that should hold the e-mail address.

Hi Jason,
The PRINT W2s window (Tools | Routines|Payroll|Print W2's) is where you print them and has the company and ADdres ID selected here. It pulls from the company information under Tools|setup|Company|Company for that address ID.
