Search customers across channels

I am using the Retail Server /Commerce/Customers/SearchByFields endpoint. 
 
This appears to only return customers from the channel associated with the OUN I provide.
 
How can I search customers across channels?

    Even though the below setting in the functionality profile is listed as legacy, it used to work in Dynamics 365 POS some time ago. Can you set it to Both and push 1070 and try?

    Hi,
    By default, customer searches are done on the customer address book associated with the store. You can view the relevant content of customer searches in commerce:
