what does Automatic BOM Consumption do in both production journal posting dialogs (start and RAF)?

Well you have three options:
None - does nothing
Always - Tries to post the material usage as standard from the BOM
Flushing Method - this then relates to when you have set you will automatically post the material - start, finish or manually.
There is also a posting picking list flag, so it can just create the journal, there is also the end mark picking to state there is no more to follow.
Kind of depends when and how you consume material in relation to production, and a mixed mode approach can be used.
