As far as I know there is no standard AX process to configure postage discounts.
I may be wrong but I have never seen this setup/functionality. There may be some ISV solutions offering this functionality or it may be a customization in your system.

I can see it in D365 environment. I was earlier looking into previous version. Sorry mate no idea about this functionality.
Hopefully other experts can answer it.
