Delete Inventory item error - The Item was received without a purchase order and the posted shipment/shipment invoice hasn't been fully matched.

In addition to doing regular POs/shipments/Invoices, the user was doing shipment/invoices without a PO. The items should not have ever been set up as inventory items. They now wish to delete the inventory items. After correcting the item balances to 0 and removing history on the inventory items, most Inventory items are able to be deleted successfully. However, about a half dozen items return the error, "You can't delete this item. The Item was received without a purchase order and the posted shipment/shipment invoice hasn't been fully matched." They have already closed the PO and line items so going back and fully matching now is not an option.

They have removed the purchasing history for the receipts that have been received without a PO and have closed and removed all POs to history for the item but the error will not go away. The inventory item history was completely removed as well and the item balances are all 0 for all sites.
