Negative project budgets do not properly update

Hello,

Since upgrading from SL 2011 SP2 to SL 2015 CU1, a client is having a problem that I suspect is a bug (I have reproduced it in Demo.)

If a project has a negative budget on the Budgets tab of Project Maintenance (such as a revenue category) and they update it, the system changes it to a positive even though the minus sign (-) has been typed.

For example, if my project has -1200 and I click on this figure and then type '-1400' the result is 1400.

Is this a bug? It is driving everyone crazy and making it very difficult to enter correct budgets. Is there a customization we can make to stop this from happening? Please advise. Thank you.
