I have a quick question about Dynamics 365 for Financials (Business Edition)
Is it true that only customers is the US, Canada and London are able to license Dynamics 365 for Financials (Business Edition)?
Also, if I needed to customize the Business Edition, is the code base X++ or C?

Yes, you currently can only deploy Dynamics 365 for Financials (Business Edition) in the US, CAN and UK.
Here are some resources for development. (this is a copy\paste, please let me know if any of the links don't work)
In order to develop an extension for Dynamics 365 for Financials, you must begin with a development installation for Dynamics NAV 2017. Use this link for the installation and configuration of NAV: msdn.microsoft.com/.../index
