Hi Lisa,
Another possible cause will be you are not applying the latest MR FP1 upgrade. This upgrade shall resolve the report queue issues if all services are being started correctly.

There are a couple of things that can cause the reports to sit in a queued status, but the most common reason is that the MR service is not running. If you go to Control Panel | Admin Tools | Services, you can stop and start the MR service.
