Unable to modify delivery address in sales order - retail call center

Hi Team,

While opening sales order, getting error ''The selected address on the line is no longer effective. To update the address to the active one, you must re-select the address on the document''

this sales order is related of type retail call center

we are trying to modify the address, for that below icon is disabled, find screenshot for reference.

While debugging I found, this is enabling and disabling based on some standard logic., going this way by code is way difficult. 

Anyone please let me know, is it related to setup that causing to disable 'edit address icon,', Please specify the setup which makes this icon disabling.
