If Budget Control is enabled and there is a budget error will AX 2012 R3 allow to submit PR?

It depends on whether you are setup to allow for overruns or not. But basically it will not allow the user to submit, or at least warn the user. If something changes during workflow the workflow will also not complete if there is no longer budget funds available
it is setup no to go over budget and through error on Exceeding budget, the problem is it is allowing to submit and approve as well, although it will not let PO confirmed but my customer's concern is why is it allowing to submit to Workflow and allowing to approve, is there any way to stop or this is default behavior?
Muhammad, it will be very difficult to determine without actually reviewing what your setups are like. My first place to check would be "Budgeting -> Setup -> Budget Control -> Budget Control Configuration -> Select Source Documents" ensure that Purchase Requisitions are selected

Yes it is selected, can you confirm that system will not allow to submit? because I doubt that system will allow to submit.
Hi Muhammad. If you get all your configurations right, Purchase Requisitions that are under budget control and do not have budget within the budgets defined by the control rules will not be able to be submitted to workflow.
What could be the missing configuration? Any idea?
1. Purchase requisitions are not under Budget Control
2. The ledger dimensions for the Requisition is not under budget control
3. There is already enough budget, so no errors. This may be because resources are pooled.
4. Budget cycles are incorrect
5. Budget control rules allow for overruns
6. Over budget permissions are set
7. Budget control configuration was changed and not activated
Like I mentioned above, its very hard to diagnose what the precise issue would be with your system. But in answer to this specific forum thread, if properly setup, budget control will not allow you to submit if a requisition will cause a budget overrun.
8. Encumbrance process may not have been enabled
9. Posting definitions may not have been created
is it necessary to enable Encumbrance for this?
