Is this the right time to upgrade or should we wait few more years? - Absolutely. BC today is continuously updated monthly and twice a year a major release. The functionality added between NAV 2016 and BC is extensive and in some cases eliminates customizations that have been done in the past. Attached is a short list of feature/functionality changes.
Should we upgrade to bc or d365 as we are a medium-sized company and we have 30 users on Navision? - 100% Business Central (BC)
We have some customization on Navision 2016 so we should go with the cloud or on-premises version for BC or D365. - I would review the customization and why you have them. Assess whether they have been new functionality added to BC or an APP. If you still need the customization then I would move them to an extension and Cloud
How difficult is it to migrate an old system to a new one, data size is not much? - For my customers coming off an old NAV version, it is easy to data migrate Master data and GL History. I normally leave out the Purchase and Sales History and only bring over Open records and documents. You have access to your old NAV version so no need to bring all of it over and it is too costly to upgrade it. The customizations, as I noted above, can be reviewed and a Partner estimate the cost to move to an extension.
What is important during a project: Tools/environment for upgrading the solution, Upgrade to the latest BC14 (C/AL), Upgrade to BC15/BC16 (AL), testing, issues; - If I understand you the most important thing for a project like this is testing, testing, testing, and review the customization to see if it is worth moving to BC extensions.
The best practice was not mentioned while doing upgrading.
