one of the users in our system reported that he is not able to see any ribbon bar buttons or charts in his dashboard. this user has already cleaned his cache, which is most common advise in this scenario. Also, he is the owner of dashboards and charts so there is no access or security role issues.
Any suggestions on where to look would be very helpful.

Has the user tried an other browser to verify the problem?
Have other users the same problem?
Please log-in with an other user on the computer/laptop... same?
Check for error messages by using F12.
