Is it possible to lock an specific batch order when it is in released or estimated status in which nobody can change the status.

The only way out for you is to remove the marking between the parent and child orders and then you can delete the pegged order and process only the parent batch order.
But how can you process a parent order without processing sub batch order??
Maybe it is the process but requirement seems very vague to me.
Then you need to remove the parent production as well. When it is pegged there is an inherent relationship, if it was just an "item" it would create an unlinked one or take stock, but pegging it links them. Not sure it will let you cancel it whilst pegged and leave the parent there as this causes a discrepancy you would not want, but try it and see.
Yes, I want to prevent pegged order from progressing.
Assume We have two pegged orders. One of them is ended and we want to breakdown production process. In this situation we can lock other pegged order to prevent progressing but there is still Ordered Quantity in On Hand Inventory because of this Pegged Order. In fact we want to cancel Pegged order to deduct on ordered inventory.
You can cancel a batch order by resetting the status, but I am not really sure what you are asking here, you want to prevent the pegged order from progressing, which means you cannot complete the original batch?

There is another question. We use Pegged item in formula line. So, when we estimate cost over a production order, sub batch order with Reference line "Production line" would be generated.
One batch order would continue process containing: Schedule, Release, Start and End.
Although Lock is one solution, is it possible to cancel another batch order that nobody can continue the process.
Have you looked at the locked flag on the Setup tab? This is your option to lock the schedule, however if you want to "lock" it at estimation so people cannot alter the status this is a customization - the question would be why you are looking to do this.
