Why is Dynamics 365 not included in the available apps for the Microsoft Developer Program Sandbox

With a Microsoft Developer Program sandbox I do not have access to Dynamics 365. I have searched to see if Dynamics 365 has a Developer Program, yet could not find a program for Dynamics 365.

Does anyone know why Dynamics 365 is not included in the Microsoft Developer Program, or why Dynamics 365 does Not have its own Developer Progra

Dynamics CRM is based on Dataverse (As storage repository) and PowerApps as interface. There is a developer plan available on https://powerapps.microsoft.com/en-us/developerplan/ that you can start using and get trainings about
