Update label on button in Ribbon worked in one environment but when moved to prod it didn't update

I have updated a label on a button in Sandbox, but when I try to move that solution over to prod, the solution installs with no errors, but the button label never gets updated.  There are also no active layers showing.  How can I fix this?  Thank you.

    no active layers? 
    Have you checked 'solution layer' of it?
    Could you provide screenshots about it?
