We ran into the same issue and worked with Microsoft Support to resolve it. Initially, the problem was due to third-party cookies being enabled, which prevented the proper error message from displaying. Once we disabled third-party cookies, a different message appeared indicating a licensing issue.
Typically, admin users can be unlicensed, but in this case, a Dynamics 365 license was required. We solved the problem by ensuring that our admin user had:
System Administrator role in Dataverse
Finance and Operations Admin (FnO)
A valid Dynamics 365 license
After this setup, dual-write access worked correctly.
