Where do I go to add the freight on quotes and orders without making it a line item?
You don't!
Freight is another line item. It can be an item charge, a GL account, a non-inventory or service item or a resource. The line type is depending on how you want to deal with freight in accounting and costing.

You can add G/L account in the line for calculating Freight. There is no such feature to calculate freight directly

Hi, I agree with Kim. There are many solutions to this.
If you use Item Charge, you need to assign to the other lines.
