Hi eko,
Quality associations are set up at Inventory management -> Setup -> Quality control, and can be used to automatically create Quality Orders at a specific event. It is possible to block posting of certain documents until the quality order has been processed.
For example, I can set a Quality association to create a quality order when an item is Registered on a Purchase order, and tell AX to block the posting of the Product Receipt. If I do this, and then Register the Item on a PO, if I attempt to Post the Product Receipt without processing the quality order, I get the error message you are seeing.
