Are you able to download a service pack? If not it could be a file exchange issue.
Please follow the below steps to resolve FTM issue.
1. Please go to the link:- http://transfers.ds.microsoft.com/ftm/default.aspx?target=install and reinstall the FTM (File transfer manager)
2. After re-installing FTM, enable Active X control by:
Go to ->tools->internet option->Advanced ->Security: under security click 3rd check box “Allow Software to run or install even if the signature is invalid”
3. If you are using IE11, check the compatibility while downloading the file
Go to tools-> F12 developer tools -> go to the last option ->document mode -> set IE 10/09/08
4. Must allow pop ups.
Pop up blocker may need to be disabled in Internet Explorer. If this is the case, you will
usually see a message at the top of the Internet Explorer screen right below the address bar.
Message - Pop up blocker has blocked a pop-up on the page. Click on the pop up blocker bar at
the top of Internet Explorer, you will be given the option to allow pop-ups and to download
Active X for this page. Downloaded Active X and try the download again.
5. Close all your browsers and delete your browser history, cookies and browser cache. And then try to access portal in Inprivate Browser
(Press Ctrl + Shift + P in Internet Explorer) and try to download the file.
