Line Item Approval and Time Detail with Start and End Times

The Line Item Approval does not appear to be working when using Time Detail either with or with Start/End times. My client wants to use Start/End times, but have noticed that Line Item is not being marked as requiring approval for those projects set up that way. An issue or a design flaw?
