The plugin registration tool does not work properly. After I log in (and it seems that he finds the CRM online systems) the tool shows only a blank windows and no plug ins.
Any solutions?

So why don't MS fix it then? its now October and the latest tool still has serious problems.
Great hint, the renaming works.
I renamed the language folder (in my case de-de). That forced the tool to use the default language. It looks like that the tool does only work in english (default).

I just tried the version 7 and it worked fine on a brand new customization free instance. Did your CRM start as 2015 or 2013 and got upgraded? I suspect there are something from upgraded instances that the tool does not like. As Scott suggested you may want to try the previous version.
A number of people have had this problem. If using the latest version of the SDK doesn't fix this I suggest you try using an older version of the plugin registration tool in the 6.1 version of the SDK - www.microsoft.com/.../details.aspx
