can not refresh and publish data to D365FO through data connector in Excel

I click 'Open in Excel' for customer group in D365FO(on cloud) and open the downloaded Excel file.

Whe I click 'Enable content' in the file,office-addins 'Microsoft Dynamcis' is loaded.

I sign in wit my account and the following page is loaded.  Only 'Design' is Enabled. 'Refresh' and 'Publish' are disabled.

Is it related to my permission in D365FO?  My colleagues can 'Refresh' or 'Publish' .

But I am system administrator in D365FO.

Any ideas are appreciated.

    I think User role issue, Kindly try DataManagementApplicationAdministrator security role to user, who login into excel add-on.
