See this image. This is in Excel's Power Query Editor. When I look at Excel, it does not offer "Export Template". Where do I find "Export Template"?

I had the same issue with this document docs.microsoft.com/.../new-dataflow-from-template
But on the top of the page it says "The preview feature for creating Power Query templates from queries feature is only available to Office Insiders. For more information on the Office insider program, see Office Insider"
Which means this function is not available for end users yet.

And, the problem is that you cannot join the Office Insider program unless you have the 365 version of Excel. Mine is only 2019. :(

I agree. Also, I hesitate to join because sometimes new future are buggy and cause issue with daily uses
Maybe you can test it in your Personal subscription
