What is the Reservation ordered items setup in Inventory and warehouse management parameters in AX2012?
It enables the reservation of ordered items.
When this parameter is turned off, users will only be allowed to reserve the quantity that is physically available. To allow them to reserve the ordered quantity, that is, the quantity that is EXPECTED to be received, you will have to enable this parameter.

I have another question, if I enabled the parameter setting for reservation ordered items, the reservation is followed on a first come first serve basis, or any other parameter to set up?
What is the current process followed by your company for reservation?
Reservation is mostly a manual process and as far as I know you cannot set a preference for reservation order.
If you have a pick job that reserves the quantity or a custom job for that matter, you would need to define proper sort order to reserve quantity in a specific order. For first come first serve basis you can have sort by sales ID ascending.
