Random Number Generator - Seems Simple Right?

I've recently upgraded to CRM 2013. The solution's intended purpose still works, but it is causing issues in other unrelated areas of CRM (Incident/Case, can't upload attachments greater than 8mb, even if you've upped the limit in CRM - verified by MS Support). I've tried purchasing the linked 2013 version which fails similarly, hence me reaching out here.

Does anybody know of a solution that can generate random numbers like this? Seems like such a simple thing, but many of the CRM solutions I've found only seem to have a simple "increment by 1" process.
