Is project accounting module can be implemented without HR module in GP?

I think so, why not? Did you face any problem. Whereas my experience with Project Accounting + Payroll.

Yes you can, you do not need to be registered for HR to use Project Accounting. You will need access to the cards to setup employees, pay codes and rates; but you don't have to be registered for HR to use them.

Yes, You can implement Project Accounting module without HR, even you can use Payroll module without implementing of HR module.

You need to install HR Module. You have it registered but have not installed it. Please go through to Program and features and add HR Module in list of available modules of Dynamics GP.

Mani this error is showing that while you have HR Registered it is missing. You need to have it installed if you have it registered.
