workgroup edition states that only a single server is permitted. Does this also apply to SQL or are they only referring to the backend services?
Also i'm looking to upgrade to 2013 from 2011 but also looking to downgrade to the workgroup license at the same time. Given that workgroup edition does not support multiple tenants, how do you install the software but then switch the database to the older version via an import upgrade?

AFAIK you can still use deployment manager to import the org but disable the default org first.
