In the power platform admin centre, does (should) the dataverse version number update straight after an update is applied?
Take update 21093 for example - its been available for europe and the release note states the version of dataverse will go up:

I've applied updates (you cannot tell exactly what its going to do apparently) to the test environment and they completed ok, but the version number is the same....
Is there also a way to see a history of applied updates for a given environment?

Yes, the update of database version number is based on following document, which can update automatically each week:

so is this understanding correct -
Essentially you can apply updates to D365 CE and the modules in test environments up to ~2 months in advance:
docs.microsoft.com/.../features-ready-early-access
This will not increment the dataverse version – but could increment the version of the modules, i.e. Sales etc.
The service updates detailed in Message Centre happen automatically and CANNOT be applied ahead of schedule – even if it’s a major update.
This major update will include the features that could be tested prior.
The service updates WILL increment the dataverse version

For Europe, current version is 9.2.21091 and next version is 9.2.21092

I have applied available updates - one of them should have been 21093, which should according to docs.microsoft.com/.../update21093:
"Service Update 21093 for Microsoft Dataverse 9.3.0 9.2.0.21093 (or higher)
To determine whether your organization had this update applied, check your Microsoft Dataverse version number."
My version number is still 21092.
So is there usually a delay updating this, is there a backend or alternative way to see what updates were applied when?

You can click on the environment from Power Platform Admin Center(https://admin.powerplatform.microsoft.com/ ),then check version number in the version section and review the Updates section, as below.
Typically, there is an FCB (Feature Control Bit) used to enable or disable features for a major update. If you browse to Settings > About and the incorrect release name is displayed, it may be the FCB for the update is not enabled.
