Website Header example not loading css

When using https://community.adxstudio.com/products/adxstudio-portals/documentation/configuration-guide/liquid-templates/examples/example-website-header/ for a custom page when we can have a control of Header (and the entire conent) the css are not being downloaded. This is usage as in example, not separate Header and/or Footer web templates form a page.
 CRM 2016 on-prem, adx: 7.0.25.

Wit the exact example as the link provides and 'Use website Header and Footer' is FALSE the website is being printed :

when the 'Use website Header and Footer' is TRUE then the page looks like:

Has anyone fix for this?
